MEET OUR KEYNOTES

THE HONOURABLE MIKE SAVAGE, ONS
Lieutenant Governor of Nova Scotia
Michael John Savage was installed as the 34th Lieutenant Governor of Nova Scotia on December 13, 2024, serving as His Majesty King Charles III’s representative in the province.
Born in Belfast, Northern Ireland, Mr. Savage spent his early childhood in South Wales before immigrating to Canada at age six. Raised in Dartmouth, Nova Scotia, he earned a Bachelor of Arts in History from Dalhousie University.
Mr. Savage has a long record of public service, business leadership, and community involvement. He has supported numerous organizations focused on health, literacy, humanitarian aid, and the arts, including the Heart and Stroke Foundation, Canadian National Institute for the Blind, Literacy Nova Scotia, the Red Cross, United Way, and Neptune Theatre.
He served as Member of Parliament for Dartmouth–Cole Harbour from 2004 to 2011, where he advocated for economic development, inclusion, disability rights, and same-sex marriage. In 2012, he was elected Mayor of Halifax Regional Municipality and served three terms, focusing on economic growth, inclusion, and climate action. He also held leadership roles with the Federation of Canadian Municipalities and international city networks, such as President of the World Energy Cities and Chair of Big City Mayors of Canada.
Mr. Savage has received several honours, including the Queen Elizabeth II Diamond Jubilee Medal (2012), Platinum Jubilee Medal (2022), and King Charles III Coronation Medal (2024). As Lieutenant Governor, he serves as Chancellor of the Order of Nova Scotia and Vice-Prior and Knight of Justice of the Order of St. John.
He and his wife, Darlene, live in Nova Scotia and have two adult children.

CATHIE O'TOOLE
VP Finance & Administration, Dalhousie University
Cathie O’Toole joined Dalhousie University in October 2025 following a distinguished career in the public sector, most recently as the Chief Administrative Officer of the Halifax Regional Municipality (HRM). As the city’s top civil servant, she supported a municipal workforce of more than 4,500 in delivering key programs and services across the municipality. Prior to that, she served as General Manager and CEO of Halifax Water and as HRM’s Chief Financial Officer — just two of several significant leadership roles held during her 25 years with the municipality.
Cathie has a Bachelor of Arts from Dalhousie University, an MBA from Laurentian University and is a Chartered Professional Accountant who has been recognized as a Fellow of the Chartered Professional Accountants (FCPA) of Nova Scotia. She currently sits on the Board of Directors of Efficiency One and the Property Valuation Services Corporation and serves in a volunteer capacity with the Institute of Public Administration.

UNDERSTANDING THE MAYOR-CAO RELATIONSHIP
This session explores the foundations of a healthy and effective relationship between elected and administrative leadership. Through presentations and real-world scenarios, participants will examine the distinct yet interconnected roles of Mayors and CAOs, focusing on areas where governance and administration often overlap.

LEGACY & LONGEVITY
This moderated panel features Honourable Mike Savage (former Mayor of Halifax Regional Municipality) and Cathie O’Toole (former CAO of Halifax Regional Municipality). They will share candid insights and real-life lessons on building and sustaining a strong, productive Mayor–CAO relationship through transitions, challenges, and public scrutiny.

LEADERSHIP IN ACTION: ETHICS, TRANSPARENCY & PUBLIC TRUST
Municipal leaders operate in increasingly visible and complex environments. This session examines how ethical leadership, transparency, and responsible communication contribute to public trust and confidence in local government.
Using case examples from municipalities across Canada and beyond, participants will explore challenges related to public communication, media engagement, and social media conduct.
Participants will gain:

GOVERNANCE VS MANAGEMENT: FINDING BALANCE
One of the most persistent challenges in municipal leadership is understanding where governance ends and administration begins in the constant effort to build a well-functioning team that supports the community. Through case studies and facilitated discussion, participants will examine common situations where boundaries become unclear and discuss strategies for maintaining healthy role separation.

Agree on the importance of taking the ‘politics’ out of Politics
BUILDING AN EFFECTIVE COUNCIL TEAM
Effective councils are built through intentional leadership, shared expectations, and healthy working relationships. In this collaborative exercise, participants will develop a draft “Mayor–CAO Charter” that outlines expectations, behaviours, and principles for working together effectively.
Participants can expect to:

BUILDING TRUST & COMMUNICATION
Strong leadership partnerships depend on trust, respectful communication, and self-awareness. This interactive workshop introduces practical tools for giving and receiving feedback, while also helping participants better understand their personal leadership and communication styles through the style analysis framework.
Mayor–CAO pairs will discuss what effective communication looks like within their own working relationship and identify opportunities for improvement.

AMAZING RACE KANANASKIS
A collaborative and interactive team-building activity designed to reinforce communication, problem-solving, and partnership under pressure. Through informal and engaging challenges, Mayor–CAO pairs will strengthen trust while building connections with colleagues from other municipalities.
GOVERNANCE TOOLS FOR SUCCESS
This session focuses on the practical tools and behaviours that support effective municipal governance. Participants will explore both the “soft skills” required to maintain respectful and constructive relationships and the “hard skills” necessary for effective meetings, decision-making, team leadership, and organizational accountability.
Participants can expect to:

STRATEGIC PRIORITY SETTING WORKSHOP
Using their own municipal strategic and corporate plans, Mayor–CAO pairs will work together to identify key priorities and align leadership efforts around implementation, and how that might differ through the council’s term. The session emphasizes practical planning, priority identification, visible leadership alignment, and accountability.
Participants will:
